I assume most non-English speaking customers prefer to keep the ACP in English. At least in my country, the moderator part can also be English.
Keeping separate will make translation of front-end easier.

I agree, it will be so much easier to translate just the front end. 

I'm currently in the process of translating 4.2 to Spanish, about 50% done.
