Adding break lines on created pages?

As the title states, is there anyway to create a break line between text editor areas? I ask because I am trying to create an award page. Here is an image:

You can create custom buttons for your editor in the ACP. In this case, your’s could just add this HTML: 

<hr class='ipsHr'>

You might need to whitelist the class as well.
