Pages: How do you make a custom page template and apply it

So I'm attempting to make a custom layout and can't get very far here in pages so apparently I'm missing a step somewhere.

1. I go in templates, select new -> add page template -> Name it -> put it in folder for layout

2. I go to pages -> Add page -> Use Page Builder (only 2,3, and single column) templates are available. (Not what I want, starting over)

2a. I go to pages -> Add page -> Manual HTML -> Can enter some custom HTML here, but can't apply the custom template from step 1.

So what am I missing in trying to get this page template created in step one, applied to a page?

Make sure you add it to the Page Builder group and that it has content in it. After that it will appear as option along with the 3 stock templates.
