How do you add a sidebar? I presume it is with blocks but where is the setting to make it work on the forum and not just pages?

Once you're in your community / Forums, you'll see a small arrow on the left side of the screen.  Expand the sidebar, and it will allow you to drag-and-drop blocks into the sidebar or any of the hot zones.
