Normal for config_global file to be empty?

I am trying to install a new board and haven't had success. Is it normal to have a completely empty config_global file?

in the very beginning on a new install yes the conf_global.php is empty. It gets filled during pre-install. The early questions portion asking database information as in  datbase name user, password ect.

OK thanks. I just get a 500 error when trying to look at the install process. Thought it might have something to do with that. Second day at trying to install. Have submitted a ticket.

Couple things 1. Did you create a new database via Phpmyadmin or comperable?

2 Go to site as http://example.com/forum/admin/install (or upgrade) ?

example.com being your doamin.

forum as the subdomain if you are using one.

I have the database ready but I just get a 500 error when looking at the ..admin/install url.
