It would be really helpful if you added two functions to moderate topics.

- Set one / or more topic "Important", and first on the list of the section where the topic was written.

- Set one / or more topic "Announcement", then first in the list of all the sections in the forum (also before the "Important").

No, both are built-in. Announcements are called just that, and can be created in the ModeratorCP. Important topics are called Pinned topics, and are created just like normal topics but you then have to choose to Pin the topic when you create it (or afterwards). Any announcements active in a given forum will show up first, followed by any pinned topics, then all of the other standard topics.
