Is it possible to make the members who don't come from 192.168.0.0 to be in one group?

Or is it possible to make the members who don't come from 192.168.0.0 to input password to access the board?

I don't think IPB has such feature. But you can certainly create an additional application for this or hard code into IPB.

But 192.168.x.x is a LAN IP. If you don't want such visitors (such as requiring password), you can simply block off all non LAN traffic via firewall.
