What is the best colation for database to setup for Greek characters?

I know for sure utf-8 but i have many options for utf8 there :(

As i have a problem when i copy a link with greek characters and even copy it on the notepad or reply i got this:

%EB% <- And many related characters.

I am not sure if the general or unicode is better :(
