I deleted and did another fresh install and duplicated the issue to provide snapshots -
Just downloaded and installed fresh on XAMPP (which is also a fresh install, new laptop) for localhost. No installation pre-check issues, all showed green and good to go Had the error below, had to change my.ini max_allowed_packet which was set at default 1M. Once I changed it up and refreshed no other issues. Might be good to have a pre-check done.
