Thanks Marc, but where is the file directory to where the page is to see if the page permission is set correctly or is there a file list of what permission for what need to be set for the files after being install. I recall in IPB 3 this was an issue a long time ago.

It may not be as simple as that. I would advise giving the page to your host, and asking why the server is giving 403. For example, often firewalls are what would give that message, which is unrelated to folder permissions. They are really the only people who can answer your question unfortunately.
