Yesterday, users began to complain about the unavailability of our resource.

This is the error in the browser: ERR_CONNECTION_RESET

There have been no manipulations on the server or website for the last month.

What can block access to a site randomly? There is no connection to the country.

That message "ERR_CONNECTION_RESET" is a hosting side issue. Its not getting to your server at all, let alone the software at that point.

The second issue means you have the locale set on your language pack to a locale that doesnt exist on your server
