View Our Picks page is not accessible to member

At the bottom of Topic list, an Our Picks widget is placed with 6 items in it. At it's bottom, it says "View All"

When clicked, it says "The page you are trying to access is not available for your account."

Apparently, it thinks the member is trying to promote items but the action is to View All staff picks. Otherwise, the member gets to see only 6 picks in the widget.

I found the permissions in Applications > System > Promote for members.

It's working now
