Is it possible to create such blocks with IPS onboard functions? Text and image should be customizable by someone who does not know any HTML or CSS. 

Ideally, the result should be importable into IPS like block templates.

Note: I can HTML and CSS but, the user cannot. Additionally, he is on the Starter cloud and cannot import any custom plugins.

That ruins the clean solution of doing it as plugin/app so the text input can be offered as fields. 

But I often build stuff like that for clients directly in the ACP, where I build one main block or page which then calls all the bits and pieces from other Pages blocks, including text blocks the user can edit in the future. But that’s not really “importable”.
