I'm sorry if I didn't find if this idea was planned or something but here is what I suggest:

 

Create User List page and combine it with Staff, Leaderboard and other similar pages that can be done as tab in User List page. Also create search bar if you need to find specific user (not using default search bar and make it more specific & use less resources because you don't search in topics).

You already have choices of 3 layouts.  You can also Create More Layouts.

I know and they are looks weird, and after removing old ranks this looks even more weird
