I noticed in the new IPB (it's been awhile) that the Online User was removed, anyway to return it?

Problem is that option is missing here is a screenshot. Thank you for the very detailed directions btw.

 

Edit: Nevermind, the sidebar is missing from the theme. I'll take that up with the theme author thank you.

Then you have the setting in the front end, as it is 'Unrestricted'

Don't have it in the front-end? Test with default theme and make sure you are in a group that provides those permissions.
