In  Club Settings when I'm in Administrator mode,
I would like to be able to enable or disable Content Apps (Forums, Blog and Downloads).

You can do this inside the group permissions!

No, no, no, 
In the permissions is to disable Content Apps on the whole website.

What I want to do is to disable Content Apps specifically in Clubs.

In  Club Settings,
It's just an on/off button for "Apps Downloads" for example.
