I remember this old configuration, how active it in the current version IPS?

You can simply configure reactions to act as Upvotes / Downvotes. Go into your Admin CP > Members > Reputation & Reactions > Reactions. Disable all reactions other than "Like." Edit the Like reaction, and change the name and image (if desired). Then click Create New and add in your Downvote option, ensuring to set "Reputation" to "Negative (-1)."
