Rest API Not Availible

I'm setting up the rest API, and I just simply can't access it. It says "The page you are looking for is temporarily unavailable. Please try again later.", I thought this was odd and checked my link to my forums. I went one step further and tried /core/hello directly and received the same error. I suspect it's my .htaccess. What do I need to add to my .htaccess to allow this to work? Additionally, I had to use the second option in the documentation as the hosting doesn't allow header authentication.
