Web magazine. Text cages for dummy editors

My goal is to create a web magazine with predefined page templates so that editors can fill them without having to format the text.
The page should be made of blocks. Each block must have its default font, size and (not mandatory) maximum number of characters.

What is the best way to do this? Thank you!
