How can I add a new menu item to the AdminCP?

Hey,

im currently creating an application which require an admin menu.
But I cannot find in any docs the way how to add it. I assume since there is a page for it that you can someway setup all there under specific conditions. What are the conditions for that?

I don't think that this require a hook, or am I wrong?
