Transfer across from Ver 3 too Ver 4.

We tried to upgrade some time ago and they weren't able to support. We wanted to check before we go ahead will this work now, does any one have Japanese on their site working?

There should be no reason why you cannot upgrade with those characters. If you are having issues though, please submit a ticket and we can take a look for you.
