"Who to Follow" Block

I'm looking for a Developer to Create a Block similar to Twitters (Who To Follow) Widget.

The Widget shows 3 Members you do not Follow, and if you follow one of them, another member you do not FOLLOW pops up in their place.

Willing to pay the Developer who Creates it. If you are interested just PM me.

Or go ahead and Create it and release it on the Marketplace.
