Commerce: are chargebacks handled and if so, how?

As the title says, I want to know if chargebacks are handled for payments, specifically PayPal and Stripe gateways, and if so is there a function I can hook to add my own code?

I'm asking because I'm writing a plugin to integrate with my accounting software and I need to be able to void an invoice if a user creates a dispute.
