IPS 4 and Flash?

So someone on our forums asked about the file uploader(Profile Pictures), they claimed it used Flash. Is that still the case with IPS 4, does it still use Flash for uploading files?

Flash is only used if the HTML5 uploader is not supported by their browser.

i.e. they are using the browser from windows 95 if it's still using the flash uploader.  i.e... see what I did there.
