attachment.php for vBulletin 3.8.x to IPS 4.x upgrade

Hi,

IPS converter package doesn't come with an attachment.php to convert vBulletin 3.8.x attachment links (used for images, for example) to the new file name/path inside the IPS 4.x installation.

I wrote this file and attached it to this message, so I hope to be helping other members who at some point had vBulletin 3.8.x installed and migrated to IPS 4.x (either directly or first to IPB 3.4.x and then to IPS 4.x).

Just drop this file at the root of your website and all old links that makes use of attachment.php will keep working.

IPS Team: you have my authorization to include this file in your converter package.
