Apache broke itself

My server upgraded to latest Apache 2.2 and it broke itself:

Here's the problem and the instructions I tried to follow to fix it but that didn't work either:

Apache won't start, won't stop, won't let me apt-get remove it (or purge it)... won't let me apt-get install it or update it. In fact, it broke apt-get so I can't do anything with it.

You have lot more than apache that's broken. And your links up top aren't pointing where it should... it just point to this very page.
