[Bug Request] Improve convertAccents method. <Patch attached>

Hi,
when rewriting topic urls for example, IP.Board uses the following function in:

/admin/sources/base/core.php

static public function convertAccents($string)

The convertAccents method however doesn't properly convert accents, i.e. a German "ö" should become "oe", not "o". Same goes for the other German umlauts. I updated the convertAcccents method to reflect that. Could this please be included in future versions?

That function is no longer used at all. Accents are no longer converted, so ö stays as ö.

If you're having an issue with it, submit a ticket in the client area. I have a feeling it's going to be a server related issue, but at least IPS support can make sure that it's not a bug.
