I wonder to myself, which of these codes is 'prefered'.

The argument that the BBcode help page supports is use of this code:

[url=http://poo.com/towel]Scoop it up[/url]

However when editing a post, the code is transformed to:

[url="http://poo.com/towel"]Scoop it up[/url]

I just wondered why there is not a consistency here. I know it's not a major issue.

Neither is preferred, and both work fine. The "with quotes" option is necessary for a lot of the RTE/AJAX editing stuff, but IPB will parse without quotes just fine.

I know it makes zilch difference, but I just wondered what the reason was. Which you just told me was the 'RTE/AJAX editing stuff'. :)
