IPB comes with ~20 avatars...if only one member could use one avatar, only 20 members could use included avatars. I don't see the point in stopping members from using the same avatars (or trying to) (they could, for example, link to the same image using the link instead of built in Avatar Gallery, or they could upload the same image via the upload routine).
