You asked if there is a way to charge, well the answer is yes, if you want peopel to change usergroups and pay in your ACP, there should be a section for "subscriptions", you can set up subscriptions for various things and so forth.

Sorry about that...me and him were referring to something else! "Charge members" = members in charge....sorry I wasn't very descriptive when I posted that, but ya...me and him meant 'members in charge'...
