Block Manager, Whoops and Widgets.

Not sure if this is an issue or not, but it is an annoyance.

While in developer mode with Whoops (DEV_USE_WHOOPS, TRUE) enabled, widgets from plugins do not show in the Block Manager window. Widgets from Applications however do.

If I disable Whoops they are shown as expected.

Is this the correct behaviour?
