Downloads as links/resources directory?

Welcome, I'm looking for information if I can change download button in Downloads to link. 

I would like to build resource directory on my forum and I'm looking for possible options. 

I checked Links directory plugin but I can't show pretty affiliate links there and it's not exactly what I'm looking for.

So i'm looking for something different.

Do you know if it's possible in Downloads to change default action under main download button?
