Loading a javascript file in a template?

Hello!

I have a javascript file that I would like to load in all pages belonging to a template.  Instead of going through each of the 40 pages and selecting the javascript in Page Includes, is there a way that I can have the template load the javascript?  If so, can this be done with CSS as well?
