I wonder how follow to forum works?

I thought that if I set follow some forum then i will get notification and email when somebody adds new content like start topic

in that forum, but I get this only when I set follow directly on topic! Why that?

Do you have 'New content for things I follow' enabled here? https://invisionpower.com/notifications/options/?type=new_content

P.S. Sorry about question posted here, but I follow members by my plugin script and if it would not work I would ask more deep with development point
