Add Spam Service White-List

IPB Spam Service is very useful.

However there are some IPs from some of our local cyber cafes and ISP that were caught in the SPAM service. This resulted in a lot of new users NOT able to successfully register as it will automatically be flagged as SPAMMERS if they came from those ISP or cyber-cafes.

We had to edit the source code and put in those IP rangeNOT to call the spam service at all.

Can suggest IPB allow us to add white-list from the admin screens instead.
