In 2.1, can you make the IPB Portal rely on the board wrappers instead?

Please do not. The Portal is designed to be a part of a web site (or in some people's case, the entire site). It should allow for a different layout.

Agreed. You can customize it yourself in csite_skeleton_template, so its completly flexible.
