Not sure how feasible this would be. but it would be nice to allow users to set their own table row colors, link colors, hover colors, and other table background colors, and such. This would be nice. And would save me time from installing skins since users can already change their own colors. Of course, it would be unique to each user and no one else can view the colors, except for the default colors.

no just make 4 colour coded skins and let them choose one.

Users are already allowed to pick skins :)
