Rules for up and downvotes

Hello, 

We are trying to implement the Achievement & Ranks functionality optimally, We however noticed something missing when implementing this.  

We were missing the ability to add actions to the Up and downvote buttons for questions,

Are there maybe developers that can help us develop an application/plugin that can solve our problem?
