That means you're using PHP 7 when you need to be using PHP 8.0 or 8.1 for v4. 8.1 or newer for v5.

You cannot upgrade to v5 from older versions than v4.5.0 (we’ll make that clear in the upgrader), you will need to upgrade to 4.7.* first.

That'll be the issue Matt references. There's a known issue with PHP 8.3 that can prevent the admincp upgrade working, it also affects version 4. It's on our radar but we haven't got a fix for it yet. PHP 8.2 should work fine for upgrades (PHP 8.3 has zip library changes)

These links will continue to work, they're still used in some situations. Yes, it's enabled by default but there is a new setting to disable it.

Hi, No, we're not going to distribute other developers IP through a method they did not agree to. If you have the app installed, you already have the files on your server. A competent developer would know where to look to get those and build whatever changes you want on top of that.- 4.7.15
