How to limit forums files downloads like Downloads app ?

Is there any way to limit downloads (3 per day for ex) as in the Downloads app ?

No.  All attachments on IP.Board topics are treated the same in permissions.  If you can download a forum attachment such as one file, then you can download all of them.

Not as far as I'm aware.  

The closest Marketplace plugin you want will be Cloak by @Tom Irons (no longer developed) or Hide replies from guests by @Nathan Explosion, although neither of the two will specifically cap the downloads of forum attachments.  They will hide ALL attachments from specific membergroups. 

I think your best strategy is to move all of your files to IP.Downloads where you can control their downloading.

Yes, as Joel pointed out, attachments on a post are given the same permission as the post. So if you can view the post you can also get the attachment that is associated with it.
