Example: Restrict sending PMs until the've posted more than 10 times.

thought it was in groups, but dont see it.

It is indeed in groups, on the social tab. However what you would need to do is set up another group. So your current members group, restrict to x amount, rename it to "New members" or something. Then create a new group copied from that group called members. Change that to have unlimited. Then create a promotion in Members>Group Promotions, that promotes after 10 posts

When a user who has restricted private messages attempts to send a private message... he gets this dialog box.

Where can I edit the text?

You would edit this within your language pack, as with any string on the site.

Popping the hood to "tune" the language is new to me... but I'll give it a try. :)
