In my forum, a particular member is "liking" posts by the dozens, and members on that thread are getting hundreds of notifications from his "liking".

Is there a way for members to choose to not get notifications for "likes" but only for quotes or mentions?

Or is there a way to limit notifications from a particular member?

It’s the Reactions setting in the Notifications settings (for each receiving member).

Agreed. If he's doing it just to be a pain. You could create a new group which can't react or can limited react if they don't stop after talking with them.

I think this member really likes the photos posted by the other members so I don't think he is making it to cause any trouble. But if the other members can set their notifications, it would be ideal. I think it is in Mentions & My Content, that they can uncheck all the notifications for Reactions. That is what I just found. Am I correct?

That’s the right area. There’s a section there specifically for reactions, you would have to get your members to toggle that option as well.
