How to setup that Moderator can Unarchive topic?

Looks like this required be unrestricted at this point. It looks like this may be an oversight on the moderation side of things. I have submitted a bug for this to look at being added for a moderator permission.

    This is actually an admin permission ( Can manage archive settings )

    I have raised an internal suggestion to separate this for the frontend and move it to the mod permissions.
