'Flag as Spammer' Button - Change who sees it in profiles?

Thanks to the advice in the earlier thread, I'm working on instructing staff about the use of the "Flag as Spammer" button. However, it seems that three of our staff groups see this button on any member's public profile page, but one staff group does not see it there. Where do I edit how that button is seen? Thanks!

ACP > Members > Staff > Moderators > Moderator Group > Member Management > Can use the 'Flag As Spammer' tool?

It's a moderator permission
