That means there's a plugin with an update available. Scroll down and click on the "update available" bubble to go to the Marketplace to install the update.

If you don't want to install the update, I don't think there's a way to silence those counter notifications.

Should be possible with a theme hook. I use something like that to hide the offline notice in the AdminCP.
