Can anyone tell me where to adjust how long hidden content is kept, or remove hidden content permanently ?

4.2 has delayed deletes feature

Thanks just could have sworn is saw a keep hidden content for x days setting somewhere maybe I imagined it hence why I can't find it! 

Hidden is a manual toggle by the admin or moderator.

There are quite a few files in the Marketplace, however, that may offer such functionality.
