As i see there's a much more emotions on this forums than in released package. So my questions is: 

  1. Why they are not added to IPS by default?
  2. Who's author and where is source of this emoticons and which under which licence they available?
  3. Can i use them on my forums or there is any restrictions?

You can add your own via admincp >> customixation >> emoticons

Believe it does ... you can add your own (so find the same and add them after checking any copyright info there may be) .. cannot be any easier

Some customers may not want all those icons ... which could be a reason not added by IPS ... cannot expect IPS to do ALL the work for you :)
