How to I get the New User link on the home page to reappear so new users can register?  Some how I have lost that and cannot find where to go to fix it.

Looks like someone made the primary button background color white so you'll want to undo that. It is likely in ACP -> Customization -> Themes -> edit theme -> Colors.
