The Achievement pre-define Rule set is handy but very limited, in my opinion.
For example, I want to set user badges based on a parameter(number of points) of 3rd party app, and i can't.

Maybe adding a condition milestone referring to installed custom app parameters is possible?

Our extensions system allows 3rd party apps to create own rules .

You‘ll have to ask the author of the points app for this.

Is there an app on the marketplace that can create a rule to give badges based on custom parameters on my forum (parameters that don't exist in the built-in achievement system)?

Parameter of 3rd party app installed on my forum—a number value, for example.
I don't see in the achievement rule set the option to install 3 party parameters as a condition to award badges. 
So what is the best solution for my case?

You’ll need to ask the 3rd party developer to create the necessary extensions or have somebody else create the achievement extensions for it.

Is it even possible for 3rd party developer to create this kind of achievement extension?

Hi,

I have a developer who makes a custom condition rule for getting a badge.

This rule supposes to be activate automatic, right? with a notification getting a badge.

it's only logical that I  don't need to rebuild the system every time
