I need to embed an Paypal button into a post or page, but I don't
see the HTML option on the navigation bar where it use to be.
I need to toggle the message box area back and forth to HTML.
What am I missing?

“Can use HTML” is a group option. 

(There are also editor settings to whitelist external sources. Not every HTML you can put in the editor gets through for security reasons.)
